Find where the work changes hands
The scenario begins by mapping a familiar matter process with the people who perform it. Each handover would identify what needs to arrive, who checks it and what allows the next task to begin. Supporting documents and instructions would be attached to the relevant step.
Give the exception an owner too
A task that arrives incomplete would return through a defined route, with the missing information recorded. Leave cover and reassignment would form part of the design. The matter owner would have a view of work awaiting acceptance, so a change of responsibility does not depend on someone remembering a conversation.
